Disclaimer:
Due to how Vegeta grew up and the nature of the Saiyan race, he is a very violent person. His response to someone attacking him with any significant kind of force has always resulted in him responding with brutal to lethal force. Granted, because of his canon point he has toned himself down a lot, so the likelyhood of death is slim, but he has no issues breaking every bone in someone's body to get a point across. He also responds this way just with extreme annoyances, if he can't get someone to leave him alone after frequently telling them off, he will resort to violence to get them to go away. And sometimes, he won't even try to tell them off, he'll just punch them through a wall and be done with it.
People who are close to him are less likely to be subject to his anger, but they might still get blasted with a non-lethal attack. It also depends on what they're doing at the time too. But to be fair- people who are close to him understand not to do these kinds of things, so I'd imagine the chance of this happening is minuscule.
It's okay to troll him, but if your character goes too far he will try to hurt them. Surprisingly, normal arguments that aren't over something he deems as stupid is much safer- he'll just yell back and might slam his hand down on a table and break it.
Powers/Abilities:
Dragonball is known as a very overpowered canon, and Vegeta is a god-mod to a lot of characters. Here is a list of his abilities and powers condensed down to give players an idea of what he's capable of.
Vegeta can also use telepathy- as far as I've seen in canon (unless I missed something or just don't remember anymore) it's limited to communicating mentally and being able to read minds. The mental communication only goes pretty far, and is shown in canon to even reach halfway across the planet. But they can't go outside the planet they're on, or that would make King Kai's telecommunication obsolete. As far as I know the mind reading is limited to about an arms reach for distance and can be used no matter if the subject is conscious or not. It's also shown in canon that it's only used to gather important information relevant to the situation, otherwise Vegeta prefers to torture his victims for the information instead. He does not use it to pry into other's lives. He doesn't care. If you are ok with it or would rather not have him do either of these things to your character, let me know and I will gladly accommodate.
If you would prefer I don't tag you with Vegeta, please let me know here- I won't be offended, especially since he's kind of a rough guy anyway and I understand that not everyone likes him or wants to interact with him.
