Well, Jiraiya's skills as a ninja are almost second to none! It'd take great stealth, determination and plotting to cut his hair! I bet he'll be able to wake up and restrain most people before they even have time to blink. [ That and he can kinda change his hair into really really hard needles at will. ]

Honestly, your hairline isn't that unusual either. It's a little pointy, but, I don't know, compared to giant dragons, sharkmen, mermaids, us getting wings and the like, it's not distractingly unusual or something.
